| Abstract: | The paper addresses the problem of evaluating the functioning of EIA by relating EIA to professional and organisational cultures in environmental planning and management. The paper offers a model of modes of evaluation and suggests that the understanding of implementation structures is necessary to complement other types of evaluation which tend to focus on systems structure and document structure and to take an insider perspective on effectiveness of EIA. |
