In the society today, people are increasingly focused on the living conditions of persons with disabilities and elderly people. As a popular entertainment in seaside city, how can the disabled and aged people get in and out a small boat for sailing is a real problem. The authors design a device which can be placed on the quay. It works 1-3 m from the quay and can moves vertically ±0.5 m. The device may be exposed maximized loads of 130 kg and the safety factor in all dimensions is 2.5. In order to achieve the best design, the authors draw and compare several designs, analyze by the economic and environmental and choose the best on to do the simulation and implementation.
